The new Automotive Employment NZ website upgrades are now to go live on Thursday, July 1 and disruptions are expected while the improvements are implemented. While the changes may appear minor in terms of the appearance of the site, the structure behind it represents a massive investment of time, creating a job board interface of a world standard. New Zealand is now officially listed as most peaceful country in the world according to the 2010 Global Peace Index and winning another accolade, in the most liveable cities category, Auckland has tied with Vancouver to be forth most liveable city in the world. With the economy now rebounding nicely and growth forecast for the last six months of the year at 3.5% those planning migration are advised that now is the time to start making plans.

The third consecutive lift in the ANZ-Roy Morgan Consumer Confidence measure rose 4 points in May pointing to yet another lift in business that is due for the automotive industry. The series is still behind the recent peak of 131.4 measured in January, but at 126.0, the headline confidence measure is considerably above year-earlier levels. SUMMARY: Consumer confidence rose slightly in May, posting its third

In assessing how your income or the income of your staff may compare to our assessment, an honest assessment of work skills, employment tenure, communication skills, location of employment and many more aspects will need to be carefully considered. While the employment market here in New Zealand is gathering momentum, many economic reports describe the recovery as patchy. In our experience remuneration is usually closely aligned to an employer’s ability to remain profitable, many employers will be focusing on making gains to offset losses during the recession, during 2010 it likely wage increases may prove hard to attain presently with many employers expressing a need to exercise restraint. The good news however is unemployment is down, employment is up and the economy is gathering momentum which will prove positive for both employees and employers in the medium term.

Tax cuts for New Zealand companies and staff have just been announced in New Zealand’s 2010 budget; getting the company tax rate down to 28 cents next year will be two years ahead of Australia and provides a huge incentive for new migrants to consider New Zealand as their chosen destination given the stimulus expected to occur as a result. Tax reductions across the board have featured in the budget but were balanced by an increase in goods and services tax. Nonetheless tax breaks across the board will be welcome news to employers and employees alike.

Prominent New Zealand job boards are now reporting huge increases in activity with the following report being reflective of recruitment needs, what an encouraging week, the first decrease in the unemployment rate in two years announced on Thursday comes as no real surprise to us and we expect this trend to continue. We have seen the number of new job ads steadily increase by 39% since the low point of July 2009. This indicates that employer confidence is up and the demand for employees is increasing,” says Annemarie Duff, General Manager of New Zealands largest job board.

April new car registrations of 4,585 recorded the highest monthly increase for the year so far of 30% when compared to the corresponding months in 2009. Commercial vehicles however inched along with 1,103 registrations which was down by 8.4% on April 2009.
“The new vehicle industry is very happy with these numbers” said Mr Kerr, Chief Executive Officer of the Motor Industry Association. “April is traditionally a quiet month as sales slow with the Easter break and with school holidays. Dealers I have spoken with are reporting good levels of enquiry, but they are also commenting they do not have enough good quality near new used stock, which is putting pressure on prices.” Mr Kerr added that there was no easy solution for this situation as new vehicle sales throughout 2009 were at an historical low.
In the passenger car segment Toyota retained top spot with 757 registrations followed by Holden (503) and Ford (489). The top three selling models, for the month and year to date remain with the Toyota Corolla in first spot, followed by the Suzuki Swift and the Holden Commodore.
In the commercial sector Toyota was number one with 321 registrations followed by Ford with 167 and Nissan with 117. The most popular light commercial model was the Toyota Hilux followed by the Nissan Navara and the Ford Ranger.

The best news received in two years for job seekers surfaced today and was released by the NZ Government statistician, that is that unemployment has now officially turned the corner from a peak of 7,3% in the December quarter to just 6% in the March 2010 quarter, the news of this unprecedented reduction in unemployment may not be quite as positive for NZ employers who are now aggressively seeking to secure new skills in a more positive market place.
Skills shortages for the Motor Industry are now predicted to return to a level exceeding 2007 market conditions and this change is likely to happen quickly. As the market sits, many sectors of the NZ Motor Industry are already starting to find the skilled employees are harder to find, this is little wonder given unemployment has dropped with an unprecedented….thud. To put this into perspective unemployment has officially dropped by 25,000 or a remarkable (15.1%) and this has happened in just 3 months! Common sense prevailing, NZ motor industry employers who are now experiencing an increase in business will seek to increase staff numbers capitalising on the better trading conditions. Given the current supply of acceptably skilled job applicants is decreasing at the same time as employers increasing staff numbers, this has already led toward increased competition to secure talent and wage and salary increases now appear inevitable. Recent business confidence reports note employment intentions have continued to improve with a net 13% of businesses expecting to hire more people over the coming year up from 9% in March and well above the ten year average reading of just 3%. This bodes well for our expectation that the labour markets turnaround will accelerate later this year with employee shortages appearing again from some point in 2011 especially as we lose more good people to the fast growing Australian economy- which already has a shortage of employees.

Job boards in New Zealand and Australia including automotiveemployment,co,nz are experiencing an unprecedented number of NZ based applicants looking for jobs with one of the job boards claiming as many as 7 out of 10 NZ employees “are keeping their eyes open for new jobs”. While the aforementioned claim would appear wildly over reported, it is hard to argue the high number of job applicants apparent in NZ is very high. The report at least matches our own findings as to the increase in job applications through Automotive Employment NZ; usually these increases in candidates’ enquiry are followed by an increase in job vacancies if past experience is anything to go by.

Advertised job vacancies are up 9% in New Zealand according to a prominent NZ job board, “we’re seeing employers feel more at ease with the economic outlook and its not a one-month blip was the leading comment made by, Keith Muirehead of Trademe jobs, statistics showed Wanganui leading the increase the job listings at 43%, followed by the Bay of Plenty, 23% and Southland 22%. Increases across the board were experienced by all regions except Gisborne, Otago and the West Coast. Auckland leads the tables for highest paid workers followed by Wellington, Southland, Westcoast and Whangarei.

Yet more news cementing the international economic recovery is surfacing with US employers quoting the American economy adding an additional 162,000 jobs, the pace of the international recovery starts to become more evident when comparing companies in Australia and New Zealand that have been steadily adding personnel in many industry sectors for six months. Skills shortages have now become evident in the some sectors of the motor industry with employer concerns that staff shortages could surpass those encountered prior to 2007.

Business confidence has hit a decade high with a net 50 percent of respondents expect better times ahead, up 11 percentage points on December last year; according to National Bank, this news followed up other motor industry news articles showing NZ vehicle sales leading the retail recovery and higher F&I profit forecast predictions for automotive dealerships. While the Construction Equipment, Forklift and Farm Machinery sectors are slow to follow the recoveries now evident in the light automotive and heavy transport sector, industry sources tip June 2010 as the turning point for these sectors of industry. In particular we are told September is the month business is tipped to improve as this coincides with the seasonal upturn which traditionally occurs after winter for farming and construction equipment.

Listings of jobs for March continue to be strong with job applicants in the motor industry also active, it is noted the increase in employment listings and availability of personnel matches reports of improving market conditions in New Zealand and Australia for many of Automotive Employment NZ clients. February sees continued growth according to the Motor Industry Association with New car sales for the second month in a row exceeded 2009 volumes.
February has seen both new car and commercial registrations above 2009 volumes, with passenger cars up 13.3% on the same month last year. Commercial vehicle registrations showed a similar trend being up 7.4% on February 2009 and also up 23.1% on January 2010.
For the month there were 4,302 new cars and 1,357 new commercial vehicles.
Mr Kerr, Chief Executive Officer of the MIA said “these numbers are further proof of the confidence expressed last month – that the motor industry is on a steadily improving path with better results yet to come.”
Breaking down February numbers; in the commercial vehicle sector Toyota led (438 units) followed by Ford (204 units) and Nissan (142 units) in third place. With passenger cars Toyota continued in first place (551 units), followed by Holden (433 units) and Ford third (402 units). Year to date for overall sales Toyota leads (2,479 units), Holden takes out second spot (1,356 units) and Ford in third place (1,216 units).
The small car segment took out the top two places in the most popular model with Suzuki Swift selling 234 units, followed by the Mazda 3 with 197 units, just two registrations ahead of Holden Commodore with 195 units.

Permanent recruitment has grown from 4% to 7% in the last three months, according to the latest RCSA (Recruitment & Consulting Services Association) Quarterly Business Manager Survey, the survey has also shown a 5% drop to 92% in on-hired and contractor placements. RCSA CEO Julie Mills believes this is a sign of the country’s economic recovery,
“When there's a rise in permanent hiring, it's a sign that employers are confident they have the work and the revenue to keep people on long-term. And in past downturns, it's been a sign for the recruitment sector that the worst is over and the recovery has begun in earnest.”
According to RCSA, business confidence amongst its members is also on the rise, with 72.5% of business owners expecting business to grow in the next quarter, representing an increase of 6% from the previous survey.

New Zealand business confidence has not just risen; it has gone through the roof and according to the National Banks Business outlook survey a net 50% of respondents expect better times ahead, to put this into perspective this is the highest reading for business confidence since April 1999. “Firms own activity expectations, [the key lead barometer that tracks economic growth] followed headline confidence with a net 42% of respondents expecting an improvement over the coming year; up from 37% in December. The survey went onto say, “when we [The National Bank] roll such readings from the survey into our composite growth indicator, the economy could well be on track for 4% growth, so 2010 has started with good cheer.”

News data released by a prominent NZ and Australian company specialising in job boards indicates significant growth in job ads since July 2009, New Zealand largest city, Auckland, predictably leads the way with 41,6% growth in new jobs, of further interest it is noted new results also reveal job ads increased by 31,4% in NZ compared to 26,2% in Australia. Commentary suggests, “Despite record unemployment in NZ at 7.3%, the news may be more positive than it looks” Most impressively however is the dynamic snapshot graphical display produced by this job board showing the increase in job ads from 2006 to June, 2008. This was followed by the steep decline to July 2009 and most importantly the graph has shown a steep upward trend in job ads for six consecutive months.

Automotive Employment NZ notes there has never been a better time to consider New Zealand as a first choice for skilled migrants to relocate to, with changes in Australian immigration policy tipped to cause problems for new and recent migrants, according to a recent press release by the MIA in Australia, arguably there has never been a better time to make New Zealand your first choice, the first two paragraphs of the MIA “press release” make interesting reading….. The article commences as follows: The Migration Institute of Australia (MIA) congratulates the Minister on a long-overdue overhaul of the migration system, but says yet-to-be-announced policy will have major implications for current and prospective visa applicants.
"We sympathise with the 20,000 people who have had their applications cancelled as they are sure to be disappointed. They do, however, have some measure of certainty, which is something that current international students and those already in the migration pipeline and affected by priority processing don't have" said CEO Maurene Horder.

With the increase in emerging vacancies now self evident Automotive Employment NZ has today recommended reinstatement of mechanics, general on the Long Term Skills Shortages List, [LTSSL]. Should our recommendation be accepted skilled mechanics will find the process of securing employment here in NZ greatly enhanced when in the country applying for work; last year, Automotive Employment NZ successfully achieved reinstatement of Diesel Mechanics when combined research demonstrated that many areas of NZ where still suffering from shortages. These findings were backed by the Motor Trade Associations own recommendations.

New Car Sales Holding Their Own is the news today and after eighteen consecutive months of falling sales, January 2010 new car registrations are ahead of 2009 numbers, just released registration data shows that there were 5,601 new cars registered in January, which compares with 5,296 for January 2009 (up 5.8%). Commercial registration figures however are not showing the same signs and were down 9% on January 2009 with 1,102 registrations.
Mr Kerr, Chief Executive Officer of the Motor Industry Association, said that “in spite of the commercial vehicle numbers he was quietly confident that the new vehicle industry has “turned the corner” with industry forecasts showing that we would now see slow but modest growth from here on out”
Toyota holds onto their top spot in all three categories – commercial vehicles, passenger cars and total market, with an overall market share of 22.2%. Next follows Holden and Ford with Mazda taking number four spot. In the commercial vehicle segment behind Toyota was Nissan with Ford in third.
The top selling model for January was the Toyota Corolla, followed by the Holden Cruze, with the Suzuki Swift in third.

The latest labour force survey was released at 10,45am this morning showing unemployment has risen to 7,3% which is considerably lower than initially expected, none-the less, unemployment is now at its highest level since 1993, to find the good news about these statistics for job seekers.....Read More..... In the first quarter of 1993 New Zealand was coming out of a recession deeper than New Zealand has recently experienced in the 2007 -2009 “global credit crunch.” The statistics were horrific; Automotive Employment NZ director Russell Phillips witnessed unemployment rates peak at 10.5% in the first quarter of 1993 but when the previous recession abated, NZ suffered skills shortages for the next 17 years. This time skills shortages will not just return in 2010 and beyond, they will be magnified tenfold. We predict wage and salary increases will occur by mid 2010 and the number of Motor Industry vacancies will continue to increase. Many employers are now finding that deferring the employment of additional staff has lead to increased competition to secure work skills as the market continues to heat up. Auckland's Anniversary Day commemorates Lieutenant-Governor William Hobson's arrival in New Zealand in 1840. Today it is best known for the huge Anniversary Day Regatta on Waitemata Harbour, held every year (except one) since 1850 and often described as the largest one-day regatta in the world. In 1841 the government arbitrarily chose 29 January as Auckland province's official Anniversary Day. Curiously, this date marked the anniversary of Hobson's 1840 arrival in the Bay of Islands, rather than the establishment of the city (18 September), the Governor's arrival there to set up his capital (13 March) or – perhaps most appropriately of all, according to historian Russell Stone – the day of its first property sales (19 April 1841).
The first Anniversary Day regatta was held on 29 January 1842. Horseracing at Epsom was the favoured Anniversary Day event for the next few years, but in 1850 the regatta on Waitemata Harbour was revived. It became an annual event and since that year it has only been cancelled once, during the South African War in 1900.
In the early years of the regatta a variety of craft, including ship's gigs, dinghies, whaleboats and Maori waka (canoes), provided much interest for spectators. Some of the most exciting racing was between fishing or other working vessels like centreboard mullet boats and scows. On the 4th of February statistics NZ will release the household labour force survey for the December quarter which is expected to show an increase in unemployment from the current rate of 6.5%, the increased rate we are picking will either be the peak or close to the peak unemployment figure NZ experienced as a result of the immediate past economic recession. As Prime Minister John Key has said - this is the year the Government will start delivering on the faster growth agenda we want. Last year our focus was on jobs, as we weathered the worst global recession since the 1930s. Surveys completed by motor industry media this month indicate a strengthening of the retail motor industry sales, this coincides with the large increase in automotive jobs advertised by Automotive Employment NZ on our job board. . Comments from those surveyed apparently include planning for new staff hires, increase in vehicle sales and repairs and increased revenue in the heavy transport sector. While the industry will no doubt await for more concrete evidence in terms of hard facts we are once again pleased to report more good news at the start of 2010.

The new vehicle industry ended the year with total sales of 70,048, some 28% below 2008 volumes; new commercial vehicles were hardest hit with 15,644 registrations, compared with 23,933 the previous year (down by 34.6%). The passenger car total of 54,404 was reduced by 25.9% on 2008 volume.
“December is traditionally a quiet month for new vehicle sales and last year was no exception” said Mr Kerr, Chief Executive Officer of the Motor Industry Association. “We saw 3,973 new passenger car registrations and 1,012 commercials – both figures down on the comparable numbers for 2008.
Clearly the financial crisis has had a dramatic impact on new vehicle sales” said Mr Kerr. “Members of the Association however had anticipated this and the final numbers were in line with industry forecasts. The New Zealand car market has not had the benefit of support schemes such as “cash for clunkers” or “accelerated business depreciation” that have been implemented in other markets. Accordingly the industry has faced the full force of the recession. Looking forward we see small growth with numbers starting to improve from the second quarter of this year”, he said.
Mr Kerr continued that the new vehicle industry has weathered the storm well; MIA members have reduced stock with the number of unsold new vehicles at an all time low, to a point where customers are having to wait for some of the more popular models – in fact this is a return to the days of past.
For December we saw Mazda jump to number two spot for passenger car registrations with 476 sales – an all time record for the company.
Toyota has taken out all of the top spots for both December 2009 and for the full year selling the most commercial vehicles, passenger vehicles and top selling model. Overall they finished with 21.7% of the total market. Ford and Holden finished number two and number three respectively.
The luxury car market, compared to the mass market, has weathered the economic conditions well, with Audi taking the top spot for this segment. BMW and Mercedes Benz increased their market share – both moving up two places on the sales table.
Hyundai has also taken advantage of the adverse trading conditions jumping four places to number five, increasing their total market share to 7.2%. Their Korean associate Kia captured 3.05% of the total market. Others in the top fifteen to show improvement in overall market share include Subaru, Mazda, Nissan and Volkswagen.
The top selling model for the year was the Toyota Corolla followed by the Holden Commodore with Suzuki Swift taking out number three spot.

Immigration is good for business according to business leaders from Asia Pacific, North America and Europe and according to an online survey conducted by the Economist, 80% of 501 business executive respondents indicated that immigrants helped fill specific skill gaps and staffing needs. The report said “The results clearly indicate a belief that foreign workers are seen as a critical component of a workforce that includes predominantly domestic workers, complemented by foreign workers”. But, nearly nine out of 10 said they faced significant challenges to hiring foreign workers, including language and cultural barriers, limited quotas and visa processes being too long, complicated and costly. More than a quarter said regulations made it difficult to hire a sufficient number of foreign workers, and the report says policymakers need to address this need.

The biggest influx of new migrants since 2004 was the news this morning with New Zealands population set to swell by 20’000, Automotive Employment NZ has also noted an increase in migrants in the motor industry but associates this increase with migrants on temporary work permits feeling a need to process permanent residency quickly. The country has gained more than net 20,000 permanent and long term (PLT) migrants during 2009 after a net 2,501 PLT migrants arrived during November. This brought the total net arrivals during the calendar year to the end of November to 19,882. Departures fell 27 per cent in November from a year ago, while arrivals fell 2.4 per cent. The year to November 2009 had the highest permanent and long-term net migration since the year to July 2004, figures released by Statistics New Zealand show. There were 20,021 net arrivals in the 12 months to November, up from 3,569 in the year to November 2008. The Reserve Bank and housing forecasters watch net migration figures closely for an indication of housing demand given previous influxes have helped drive up house prices through 2002, 2003 and 2004, although previous influxes were driven more by arrivals rather than a lack of departures.

This week NZ Treasury opened their books for the half year economic and fiscal update which shows how the Government and country are doing economically, “supporting jobs has been the Government's focus for most of the year" said Bill English, NZ Minster of finance, the most heartening news in the update was that 64,000 fewer jobs are now forecast to be lost from the economy than predicted in the Budget. The updated forecasts showed a better economic outlook than Budget 2009. The recession was not as deep as originally feared and growth is expected to be slightly stronger over the next four years.

The Government's half-yearly accounts paint a better picture for New Zealanders than the Budget and the Prime Minister says "there is light at the end of the tunnel" and New Zealanders can feel more confident they will keep their jobs and we will have a stronger economy in 2010. Finance Minister Bill English said the revised job figures were "the best news in the half-year economic and fiscal update". While employment will continue to fall, the size of the fall will be less than forecast. The Budget forecast that the economy would have 124,000 fewer jobs in September next year than it had two years before. The Treasury now forecasts that there will be 60,000 fewer jobs. Quite a dramatic difference and as reasons for being optimistic are not easily found, this one looks pretty good.

Cautious optimism was expressed today by the NZ reserve bank, this mirrors the actions of motor industry employers here in NZ, many of which have left decisions on expansion till the start of 2010; reserve Bank Governor Alan Bollard said: “The New Zealand economy continues to recover but there remains considerable uncertainty about the durability of the expansion.
“Global activity has continued to rebound. Most obviously, activity in Australia, China and emerging Asia continues to increase and solid growth is expected over the next few years.
“The picture is more mixed in the major developed economies. While activity is expanding, sustained growth is not assured. Financial sectors are still impaired in a number of economies and economic activity is still heavily dependent on policy support.
“In New Zealand, the economy continues to recover, reflecting improved world growth, higher export commodity prices, increased government spending and housing strength. A key uncertainty is the extent to which higher house prices are eventually reflected in increased consumer spending. At this point credit growth remains subdued suggesting households are being relatively cautious.
“While business confidence has improved, actual business spending remains weak. In addition, the high level of the New Zealand dollar has limited the scope for exports to contribute to the recovery. After some short-term correction the current account deficit is expected to widen in the future.
“Annual CPI inflation is expected to remain below 2 percent until early 2011 and track within the target range over the medium term.
“The economy is being assisted by both monetary and fiscal policy support. As growth becomes self sustaining, fiscal consolidation would help reduce the work that monetary policy might otherwise need to do.
“If the economy continues to recover, conditions may support beginning to remove monetary stimulus around the middle of 2010. Recent tightening in financial conditions, driven by a higher exchange rate, increased long-term interest rates and a wider gap between the OCR and bank funding costs, reduces the need for more immediate action.”

Car sales figures still in line with industry forecast were reported by the Chief executive of the motor industry association, Perry Kerr, with November new car sales of 4,486. While these figures are down on last month’s registrations and November 2008 figures, they were in line with the industry forecast for 2009 boding well for automotive jobs leading up to 2010.
November 2008 saw the new car market tip quite dramatically in direct response to the economic downturn coupled with the collapse of a number of car finance companies. At that point the new car industry predicted that 2009 would be a very difficult year with sales anticipated to be down by up to 30% on recent years. Mr Kerr, Chief Executive Officer, said that this prediction was “right on the money. We have to remember that this time last year we were coming off the end of a six year boom in the car sales market. The industry is now leaner to meet current market conditions.”
New car registrations for November were 4,486, with commercial sales of 1,249. The commercial sales figure while up on October was well down on November 2008.
Toyota continued as market leader in November with Ford and Holden rounding out the top three marques in the new passenger vehicle sector. Toyota also topped the commercial vehicle sales followed by Holden and Nissan. Year to date, Toyota still leads with overall total market share of 23.28%, followed by Ford with 10.85% and Holden with 9.83%.
October saw the Suzuki Swift as the top selling passenger model, followed by the Toyota Corolla and in third place the Ford Falcon. Year to date figures show the Toyota Corolla still continuing as the country’s best-selling model with sales of 4,335 units sold, ahead of the Holden Commodore with 2,705 units and the Suzuki Swift with 2,174 units.

The Motor Industry Association was briefed recently by Infometrics on the state of the economy and their presentation was guardedly optimistic, indicating that the recession is over and we are on a recovery path, albeit a tenous and slow one. November sales figures for the new vehicle market are due to be released in the next few days and initial indications are that a slight decrease on last November’s figures is expected.

Diesel Mechanics back on the long term shortages list was the news Immigration NZ reported this morning with the second release of the long term shortages list for 2009. Automotive Employment NZ had been actively lobbying Immigration NZ when it became apparent skills shortages were evident in many areas of NZ and this wasn’t being recognised by INZ. To the department's absolute credit employers looking for specific product skills such as farm machinery mechanics or product/brand skills will now be able to employ off-shore workers in this category who demonstrate the skills required. At the same time Automotive Employment NZ have been working with any remaining New Zealand unemployed skilled workers affected by the immediate past recession to ensure New Zealanders are NOT left out in the cold and without work. Off shore applicants seeking work as a Diesel Mechanic here in NZ will need specific product experience to be successful in securing employment, but our licensed immigration adviser tells us that with these job offers the process of achieving work permits is much improved. We thank the Motor Trade Association for their assistance in helping Automotive Employment NZ have Diesel Mechanics reinstated.

New Zealands’ annual net migration rose to a five-year high in October driven by a drop in kiwis departing overseas, boding well for housing demand and the consumer goods to fill them including vehicles and other retail motor industry products. Bank of New Zealand monthly surveys show a net 56% of business clients forecast an improving economy in the year ahead compared to just 15% at the same time last year, compare this to additional analysis attained from Automotive Employment NZ employer client surveys and the outlook for 2010 is looking bright indeed for the New Zealand Motor Industry. While the recovery is still seen by many as “fragile” it is apparent confidence is returning to both employers and employees, the first improvement was felt in the light vehicle sector closely followed by heavy transport and farm machinery. The same “grass shoots” comments are now being made by construction equipment and forklift companies which should translate to across the board employment opportunities in all sectors being available by March 2010 assuming the rate of improvement continues at todays rate. Motor Industry employers and those seeking jobs are at odds to what fair pay is according to news reports from three recruitment companies; these observations also match our own findings and results from our job board applications. It would seem that having suffered harsh times in the immediate past recession employees are now voting with their feet in order to gain pay rises. On the other side, employers are observing the NZ unemployment rate rising and translating this to an abundance of available skill. If Automotive Employment NZ had to make a call on what is actually happening, verses reality, we are now in a rare neutral market position. This means that it is reasonably difficult to find good skills but an excess of abundant positions are not available which is leading to the occasional stalemate between employer and employee as to what constitutes fair remuneration. We will be reviewing our salary survey in the next few days and anticipate minor increases in income for some employees has occurred over the past two to three months. The most obvious change is in the vehicle sales sector where pressure on retainers is becoming an obstacle for employers and welcome news for some employees. Those who believe New Zealand is heading out of the global recession have plenty of support from the latest car sales statistics, In the quarter ended September 31 (Q3), 14,483 new passenger car sales were registered, this is a 23% increase on sales during the June Q2 quarter, when 11,808 vehicles were sold.
However sales for 2009 to date are still 25% down on the corresponding 2008 figure, with extremely low sales between January and April skewing this figure.
Although still down 21% from September 2008, commercial vehicle sales showed a sharp 25% increase over August. November and December are picked by Automotive Employment NZ to again provide an upward swing.

Further immigration, employment and recruitment difficulties for Australia’s motor industry may be on the horizon as an Australian Labour MP outlines his 14 point plan to reduce Australia’s population, and one of his proposals is to limit the number of New Zealanders crossing the Tasman to live and obtain Australian jobs in his quest to reach a net annual migration target of 70,000. MP Kelvin Thomson seeks to restrict the number of “automatic places” available for New Zealanders to the number of departures from Australia over and above 25,000. He also states that New Zealand personnel should be competing for skilled migrant places along with people of other nationalities. The implications for New Zealand automotive industry skilled light car, truck and heavy equipment staff and Australian recruitment agencies should be self – evident. Changes may become more evident with decreasing job board vacancies for Australian positions in the future.

Fonterra payout good news for rural motor industry and farm machinery sector was the news today with economists suggesting the payout will lift farmers’ joint incomes by between 1,2 Billion and 1,3 Billion. Such news is hoped to provide a boost to the farm machinery sector with many farmers having taken a conservative approach to investment in recent times. Light commercials vehicles such as utilities, farm bikes may also benefit with improving conditions likely in many rural sectors.

Recent changes released on the 23rd September this year by Australian Immigration are tipped to positively affect the flow of migrants into New Zealand with Australia now becoming recognsied as a difficult location to migrate to. Initial indications awaiting further validation indicate that new legislation has all but closed the door to skilled migrants, that is, any application for residency of Australia via the skilled visa will not now be looked at until 2012. The only exceptions are those in an area of absolute skill shortage, but you are required to work for the employer for 4 years.

The latest figures released by statistics NZ indicate the unemployment rate has now risen to just 6,5%, well below earlier predictions; this means a far greater level of employment than earlier forecast, more good news.... also indicates that in the September 2009 quarter, salary and wage rates (including overtime) increased 0.5 percent, following a 0.3 percent increase in the June 2009 quarter.

While unemployment has risen during the tougher economic trading period of the immediate past recession, Bill English, New Zealands finance minister this week broke the news that unemployment is now tipped to peak at 7%. This is considerably lower than initially expected here in NZ and will save 20’000 jobs should this forecast come to pass. News news from Motor Industry Association CEO Perry Kerr highlights September sales as "heartening" September sales figures for new passenger cars showed that 5593 were registered, the highest month recorded thus far in 2009. September’s passenger sales were up 21% on August, though down 16% on September last year. Although still down 21% from September 2008 commercial vehicle sales showed a sharp 25% increase on this August, up to 1453 registrations.
“It is encouraging to see that September was the highest month for passenger sales in eleven months,” says Kerr. “The pick-up in the economy is starting to flow through to vehicle sales however we remain cautious until we see more of a definitive and sustained increase in sales figures” he said.
Toyota, Ford and Holden were still the top three marques in the new passenger vehicle sector with Toyota, Ford and Mitsubishi the top three in commercial sales. Year to date, Toyota leads with overall total market share of 20.15% compared to Ford with 12.35% and Holden with 9.25%.

New Zealand top job boards report increases of 5 to 17% in terms of new jobs being advertised and once again this trend is mirrored at Automotive Employment NZ. One of more established websites claims that during the recession the number of jobs live on the site fell from nearly 11,000 ads to a low of 5600. Yesterday this company reported an average increase of 600 ads in a three month period. Automotive Employment NZ believe it will not be long till the NZ motor industry experiences shortages at a magnitude never before seen.

“New Zealands recession is probably over” was the news head lining New Zealand papers and news boards early this morning which is encouraging news for the NZ Motor Industry. On September 7, 2009 the NZ treasury department indicated the economy is likely to expand in the current quarter ending September.30, reflecting rising business confidence and consumer demand. “Signs of renewed growth means the labour market wont deteriorate as much as expected said the Treasury.” Here at Automotive Employment NZ we have been witnessing an improving market since March 2009, directly inline with increased dealer sales in the light automotive sector. The heavy diesel sector is only now showing the same green shoots improvement the light automotive sector did. In our opinion extensive job vacancies will start to emerge in forthcoming months; particularly so in the technical sector and associated support staff. In direct contrast to predictions of increasing unemployment; Automotive Employment NZ predicts we have taken the first step towards skills shortages in the NZ motor industry of a magnitude never experienced previously and lets face it NZ has had skills shortages for years! In explaining why we feel this will occur, we have assessed that NZ has some 4’100 employer/members in the MTA. Just concentrating on this group It is perhaps not unreasonable, in our opinion, to expect the increase in business from the recovery may create new jobs. Should just 25% of MTA members employ only one extra person in the next 12 months, this will equate to 1’025 extra staff needed over a period extending to late 2010. NZ was well positioned prior to going into recession and the recovery, now it is underway could be much stronger than many expect.

News from the MIA indicates the motor industry is hopeful of car sales boost with warmer weather.
Figures for new passenger vehicle sales in New Zealand showed that 4,417 were registered in August, down 1.2 percent on July’s registration figures. 1,076 commercial vehicles were registered in August, a drop of 15% from the 1,267 registered in July.
“The good news for passenger car sales is that it is not the lowest monthly total in our historical figures - we experienced similar numbers in 1992/93. Aso year to date this number is the fourth highest month,” says Motor Industry Association CEO Perry Kerr.
Despite the continued slide in sales, Kerr says the results were to be expected “It is still difficult trading conditions, the year to date total is in line with our revised industry forecast, overall the results were to be expected,” says Kerr. “The winter months are always slower for the industry, we are hopeful that with the first days of spring and warmer times ahead that the market will pick up.”
Toyota, Ford and Holden were still the top three marques in the new passenger vehicle sector with Toyota, Ford and Mitsubishi the top three in commercial sales. Year to date, Toyota leads with overall market share of 19.17 per cent compared to Ford with 12.42 per cent and Holden with 9.34 per cent.
For August the Holden Commodore was the top selling passenger model, followed by Toyota Corolla and in third place the Ford Mondeo. Year to date figures show the Toyota Corolla still continues as the country’s best-selling model with sales of 2,363 units sold, ahead of the Holden Commodore with 1,855 units and the Suzuki Swift with 1,587 units.

Automotive Employment NZ reports job listings have risen 18% in the past two months and now predicts major shortages in the motor vehicle industry by March 2010. These predictions have arisen from the many redundancies New Zealand employers made during the period commencing September 2008 to September 2009. It is noted by our recruitment company that many motor industries employees moved away from the trade during this period. As an example of why we are predicting mass shortages; it is noted there are 4100 registered members of the MTA. [Motor Trade Association] Should 50% of members experience an upswing in business as New Zealand comes out of recession in the next 12 months and employ just one extra person this will mean an extra 2100 vacancies emerging. This upswing in business is obviously not such an unlikely situation given New Zealand was well positioned economically prior to the recession and therefore may bounce back quicker than many other OECD countries. Whether such shortages will indeed happen as we suspect they will be open to debate, however, employers should note that precisely the same situation occurred immediately after the 1990 to 1992 recession caused by the stock market crash when employers stopped taking on new apprentices and made redundancies. While the number of vacancies that become available in the market place will be debated by many, there will be little debate that job opportunities will increase for those seeking employment in the near future.

Automotive Employment NZ has now listed the latest statistics on unemployment which have remained remarkably low at just 6%, it would seem NZ is holding up better than most other OECD countries despite the increase in the unemployment rate, The unemployment rate still remains lower than the average of the OECD of 8.3% . New Zealand has been less affected by global events and is in a relatively better position than most other countries. This is due to factors such as having a strong labour market position when the downturn began, tax cuts and large reductions in interest rates. The NZ Motor industry in our opinion will soon face the challenge of extensive skills shortages once again. Overall retail sales in New Zealand increased in June compared to May thanks in large part to automotive sales. Excluding vehicles, sales were lower.
Statistics NZ reported Friday that overall retail sales for June increased 0.1 percent from May.
June retail sales excluding motor vehicle related sales were lower by 0.4 percent.

Shortly after the Immigration NZ review of labour shortages and the removal of mechanics from the Long term shortages list [LTSSL] Automotive Employment NZ has now moved to lobby against the removal of mechanics through NZ Immigration and the Ministry of Social development; our consultancy strongly believes in protecting the interests of NZ employees but where shortages are evident we feel removal of mechanics from this list is not helpful, particularly at a time when the economic recovery has become self evident.

New Vehicle Sales in June Continue Increase; there has been another lift in the sale of new vehicles in New Zealand with June’s new car sales figures showing an eight per cent increase over May’s registrations.
“This is another encouraging sign that the New Zealand new car market is through the worst,” says Perry Kerr, CEO of the Motor Industry Association. “Both new car and light commercial sales increased over May’s totals, which themselves were an improvement from the very low sales volumes in April, one of the industry’s worst ever months.”
In June, a total of 4,306 new cars were registered, compared to 3,979 in May this year, an 8.2 per cent increase. Registrations totaling 1,812 units in the new commercial vehicle sector produced a 37.8 per cent increase in volume over the previous month.
The total new vehicle market for 2009 looks to be approximately two-thirds the level of 2008 with forecast new car and commercial sales of between 50,000 to 60,000 units expected for the full year.
Kerr says overseas trends indicate that other major markets are now through the worst of the low sales volumes. “It seems we’re following these trends in New Zealand, which is very encouraging. With June’s total, we’re on track for these predicted 2009 figures.”
In terms of market share, Toyota continues as the market leader in both new cars and commercial vehicle sectors. Toyota’s overall market share of 19.3 per cent puts it in front of Ford with 12.4 per cent and Holden with 8.9 per cent year to date. The Toyota Corolla is the country’s best-selling model, ahead of the Holden Commodore and the Suzuki Swift.

New Zealand recovery will be ahead of the pack was the headline in the business section of the NZ Herald today with reserve bank Governor, Dr Allan Bollard commenting “Early signs of global recovery have now emerged; we have avoided a repeat of the great depression.” Westpac Chief Economist in it’s July overview backed these comments by saying “if it were not for the swine flu threat we would say the recession has already ended.”

Statistics New Zealand reports the largest monthly rise in retail sales since November 2007 although motor vehicle retailing dropped 1,9% during May, this was however after a recorded increase the previous month of 0,9% according to the statistics NZ website. In the interim Automotive Employment NZ has noted a marked rise in motor industry business confidence with companies reporting falls and rises in terms of sales success but strong confidence in future sales. News off the Motor Trade Assocation Website expresses concerns that skilled migrants who are making a real contribution are not getting a fair deal on work permit extension.
MTA spokesman, Andy Cuming, said that those migrants who in the past had responded to New Zealand’s call for skilled workers, who have retained their jobs, and continued to enjoy the support of their employers in ongoing employment, should be granted an extension of their existing work permits.
“Certain sectors have only just recently been re-assigned as no longer having skill shortages, and one of these is in the area of automotive technology,” said Andy Cuming.
“We have enjoyed the contribution that a number of skilled migrants have made to our industry and our economy.
“There are cases now where permits are not being extended, and hard working contributors are being advised they are no longer required in our country, despite their employers wanting to retain their services.”
Andy Cuming said that changing the rules for these workers was not a fair deal for them or their employers.
“Both have made a commitment to the continued viability of our businesses, and have enabled those businesses to continue to offer employment to New Zealanders in the broader sense.
“Our industry’s call is for these workers to be allowed to now continue their contribution.”
Andy Cuming said that it has been reported that the British media have already picked up on this issue that had arisen as an unnecessary and unwelcome consequence of reclassifying skilled shortage areas.
“This does our country’s reputation no favours, and works against New Zealand being considered a good destination for future skilled migration as the need arises again when the economy rebounds,” he said.
The Motor Trade Association is the largest trade association in the automotive sector, and its member businesses employ more than 40,000 workers throughout New Zealand.

News from new vehicle sales show 4306 new cars were sold in New Zealand and a 8% increase in June car sales according to the Motor Trade Association [MTA] spokesman, Andy Cuming “It certainly is encouraging that June sales levels showed some improvement. General economic conditions did not allow the industry to get the same ‘bump’ it traditionally gets mid-year,” he said. None the less light commercial vehicles were up 38% over May spurred on by National Agricultural Field days. “June results in this sector show promise, and the outlook is brighter with good, well-priced stocks becoming available,” said Andy Cuming.

The biannual review of the LTSSL, which is administered by the Department of Labour, sees eight occupations removed from the list. The list comprises occupations deemed to be in long term shortage in the New Zealand labour market.
The removal of the occupations from the list is the result of extensive consultation with industry groups, other stakeholders and relevant government agencies.
Removal of occupations from the LTSSL does not mean employers cannot recruit migrants in those occupations. An employer can demonstrate genuine attempts to recruit a suitable New Zealander, as is the process with all other occupations. If, after the labour market is tested, Immigration New Zealand is satisfied no suitable New Zealanders are available in that location then temporary work permits will still be granted.
The occupations being removed from the LTSSL with effect from Thursday, 2 July 2009 are:
• Motor Mechanic (General)
• Motor Mechanic (Auto Air Conditioning Technicians)
• Motor Mechanic (Motor Vehicle Inspectors)
• Plumber (General)
• Fitter Welder
• Diesel Motor Mechanic
• Carpenter/Joiner
• Cabinet Maker.
Skilled Migrant Category
The LTSSL is also used for the awarding of bonus points under the Skilled Migrant Category (SMC) for employment, work experience and qualifications in areas of absolute skills shortage. Changes to the SMC will take effect from 2 July 2009 to ensure people whose Expressions of Interest (EOIs) have been drawn from the pool of EOIs are not disadvantaged by an occupation being removed from the LTSSL. EOIs selected that claim points in an area of absolute skills shortage on the basis of an occupation removed from the LTSSL will now continue to be considered as if the occupation had not been removed.
Any changes to the LTSSL will not affect the processing of an SMC application that has already been accepted by Immigration New Zealand.
Residence from Work policy
The LTSSL Residence from Work policy has been amended so people can qualify for residence if they have held a LTSSL Work to Residence work permit for 24 months prior to applying and either:
• have an offer of employment in an occupation currently on the LTSSL, or
• the offer of employment is in the same occupation for which they were granted the LTSSL Work to Residence work permit (regardless of whether the occupation is currently on the LTSSL).
This means that people holding a LTSSL Work to Residence work permit will not be disadvantaged by the removal of occupations from the LTSSL.
Recognising this review was due, we encourage new migrants and those potentially affected by the policy to make contact with Automotive Employment NZ or our preferred licensed immigration advisor, Golden sands migration. Today the Automotive Employment NZ job board features an article for Golden Sands Migration that makes comments regarding changes to the Immigration NZ shortages lists; Glen is a licensed immigration advisor and assists many migrants with motor industry experience along with other skilled migrants…… The removal of some occupations from the Government’s Immediate Skill Shortage List (ISSL) does not mean that all migrants in those professions will be denied the opportunity to live and work in New Zealand.
As you may know, the New Zealand Government has recently removed 44 occupations from the ISSL.
The announcement has generated concern about what this means for migrants and their ability to obtain a visa.
Your occupation does not have to feature on the ISSL or the Long Term Skill Shortage List (LTSSL) in order to successfully obtain a New Zealand work visa/permit.
These skill shortage lists were designed by the New Zealand Government in response to gaps in our labour market that we can’t fill with Kiwis. The lists recognise occupations in New Zealand for which we have a greater demand.
While it is not essential your occupation is on a skill shortage list, it does have benefits.
If your occupation is included on either of these lists, it is unlikely that your work visa application will be subject to a Labour Market Test and processing times can be faster.
A Labour Market Test is carried out at the discretion of Immigration NZ to ensure there are no suitable New Zealand residents for the role. These tests only apply to work visas/permits, not permanent residency.
In order to meet immigration requirements for a Temporary Work Visa/Permit or Permanent Residency under the Skilled Migrant Category (SMC), here are a few things to remember:
• Your offer of employment must be considered ‘skilled’ and feature on the Australian New Zealand Standard Classification of Occupations (ANZSCO).
• Permanent Residency - your offer of skilled employment must be classified under ANZSCO Skill Level 1, 2 or 3.
• Work Visa – your offer of employment can be classified as Skill Level 1,2,3,4 or 5. However, for jobs of Skill Levels between 2 and 5 your application may be subject to a Labour Market Test.
• Your job offer must be relevant to your qualification(s) and/or work experience – evidence must be provided.
• Employment must be full time (ie. 30+ hours/week). Your salary must be at least equal to the New Zealand minimum wage (except for Work to Residency category).
• Your occupation may feature on one of the skill shortage lists. If so, your visa application is unlikely to be subject to a Labour Market Test and processing times may be faster.
Don’t be alarmed about the changes to the ISSL. It does not necessarily mean that your visa application will be declined.
If you have concerns, make sure you get professional advice and the facts from a Licensed Immigration Adviser before you make any hasty decisions or put your migration plans on hold.

In yet another news release to skilled motor industry migrants Automotive Employment New Zealand Ltd warns of continuing problems associated with Immigration NZ relating to labour market checks. While job offers are a little tougher for off shore migrants to secure due to there being more NZ applicants it is evident Automotive Employment NZ are still able to secure jobs for many; the main problem presently relates to the severe tightening of temporary work permit processing by Immigration NZ. In our opinion mistakes are being made by the department and this means that should you get a job offer, whether or not it is listed on the long terms shortages list or not, many applications are being referred to the Ministry of Social Development for labour market checking processes. We have been informed by the department that just one person is completing these checks and the information they have to work on is weak to say the least. This all accumulates for it to be a very difficult time for new migrants attempting to move to New Zealand. News from NZ’s Westpac bank “Q2 Westpac McDemott Miller Consumer Confidence Index” today is good and according to the report consumer confidence moves back into optimistic territory to reach its highest level in 18 months! The report continues by indicating “the rebound is broad based, led by an improvement in perceptions around the short term economic outlook. Comments of a “collective sigh of relief” feature in the report which boasts a margin of error or 2.5%. New Zealand posts strongest increase in immigration for six years reflecting fewer New Zealand citizens moving overseas and an increase in returning expatriates. Commentators indicate that the longer net migration increases, the more optimism grows for the domestic economy. Here at Automotive Employment NZ this is of little surprise to us as the tradition of New Zealanders traveling overseas to experience travel to other countries has been long entrenched. The global downturn in the economy will always bring back some of our brightest and best who regardless of off shore experiences will always consider New Zealand home. In the interim it is evident Immigration NZ is doing their level best to ensure work is available to NZ residents and Automotive Employment NZ is also trying to assist any unemployed here in NZ to the best of our ability. We will always welcome migrant enquiries but suggest new migrants proceed with caution at the current time due to tightening of NZ immigration policy. New Zealand’s unemployment is still relatively low at current date with the latest unemployment figures having increased to 5%. This is considerably lower than leading OECD countries such a s Australia on 5.7%, 9.4% for the USA, 7.2% for the UK and a whopping 23.5% in South Africa. Unemployment in NZ is forecast to rise in NZ and to peak in May 2010; some indicate this could be as high as 8% however Automotive Employment NZ observe New Zealands long term shortages in many areas of industry go back as far as 1956 and as growth returns to the market our prediction is for a marginal rise in unemployment, well below the forecast rates of many other OECD member countries.

Here at Automotive Employment NZ we are experiencing changing markets also; while some employers have made redundancies there are other companies starting to scoop the pool of available talent. This is not to say it is not hard for some job seekers to find employment, but watch this space, if our observations are correct we expect the turnaround to become more obvious around September this year which coincides with the peak period for recruitment in NZ.
We anticipate the improving market conditions will be most obvious between September and Mid November as far as employment goes then trail off again for a short period before the market returns to a growth situation as far as employment is concerned in March.

Yet more good news for the news section of our job boards was observed today with the New Zealand dollar on its way up which will help importers and vehicles and heavy equipment ten fold should this trend last. The “Kiwi” [NZ’s dollar] reached 65 cents yesterday against US currency. While a pull back in the rate is tipped temporarily, commentators see the trend in New Zealand's rising dollar leading to a sustainable 70 cents against the US dollar, late in the year. The NZ dollar has also gained on the Japanese yen to 62.50 demonstrating the appeal of the “Kiwi” to overseas investors. What this all means to the motor industry and in particular the heavy equipment sector that has minimal insulation from currency changes, is that retailers will soon be able to purchase equipment and vehicles at favourable rates not seen in many months. From conversations with many in the NZ motor industry throughout the automotive, heavy equipment and agricultural machinery sectors, this is precisely what we have all been waiting for….an increase in the NZ dollar. Late last year the effect of New Zealand's low dollar against the US dollar and the Yen meant that dealers were trying to sell heavy machinery in some cases for 30% more than the same time the previous year and attempting to do this during a recession! This led to a significant decrease in the importation of heavy equipment. Should the trend of the increasing NZ dollar last however, the effect cannot help but be positive for the NZ motor industry sector that imports almost 100% of all vehicles and equipment sold in New Zealand. Yet again more good news for the NZ motor industry!

For the interest of motor industry candidates in the UK, Queens Birthday is celebrated on a different day in each of her countries with none of these dates being a static date. In New Zealand however we tend to celebrate her Birthday on the first Monday of June each year. In accordance with the Holidays Act, all of New Zealand's working public are entitled to a paid day off, or paid day in lieu on this day.

New Zealand’s motor industry was last night watching budget 2009 closely and although considered a “bland budget” by many the result accumulated in New Zealands rating moving from negative to stable with a AA+ rating issued by Sandards and Poors.
When credit agency Standard and Poors who had been monitoring the budget revised NZ’s rating from negative to stable this resulted in the NZ dollar suddenly spiking 70 basis points. “The change was an incredibly huge positive surprise” said Westpac Banks Imre Speizer” The budget did however forecast weaker economic growth overall and indicated economic activity was likely to remain below 2007 levels until the middle of 2011. Deutsche Banks chief economist Darren Gibbs said after being much to optimistic last year the treasury’s economic predictions now erred on the side of being too conservative, he said ”we think there is plenty of scope for the size of deficits and dept to prove less than treasury projects”
The key point Automotive Employment NZ observes is that many commentators on the budget seem to agree that New Zealands economic recovery is under way; it is only the date of when NZ will return to the peaks of economic activity observed in 2007 that seem to be disputed. Unemployment is however forecast to peak at 8% in the September quarter of 2010. Motor industry experienced migrants should exercise caution when moving to NZ presently as predictions of immigration NZ tightening policy are now a reality; the good news is we are still able to find pockets of labour tight markets. These labour tight markets are generally spread around areas outside main centers but even then there are still labour shortages in the main centers, in some specialty areas. New migrants need to work closely with there consultant to ensure we can assist. To date we have still not had an immigration turned down due to our proactive stance of ensuring we are doing everything we can to help New Zealanders out of work prior to submitting such applications.

The Automotive Employment NZ Ltd salary survey for May 2009 is now live on our job boards, this information can be located by clicking the employer section on this page then selecting, “view current wage rates.” Recessionary pressures have taken there toll on wage and salary rates for new hires with some small drops in rates occurring but the good news, depending on whether you’re an employer or employee, is that in our opinion the market will return to the levels we witnessed on June 2008 sometime between December 2008 and March 2009 inline with the improving economy.
Similar surveys have been completed by government statisticians and these show wages and salary rates have held up well during the more difficult trading periods, this differs from our own observations. We feel the difference between our own observations and that of government statisticians reflects the more generalist gathering of information from employees in their existing employment. Automotive Employment NZ feel it is however common sense that if you are competing against a greater number of job seekers then this will have some effect on the rates you are able to secure. We understand the MTA; Motor Trade Association, M.T.A salary survey is due out soon which will prove an interesting comparison.

New vehicle sales for March 2009 increased 28,6% from February 2009 in NZ with the NZ market showing remarkable resilience says Perry Kerr, CEO of the motor industry association. April however has been a hard month for the industry but once again his comments remain positive “hopefully we are now past the worst if overseas experience is anything to go by, as market declines in other countries have leveled out over the last two or three months”

News in todays NZ Herald regarding a research NZ poll indicates New Zealand employees are growing more confident they will keep there jobs despite unemployment reaching a six year high. Of 501 people surveyed 79% felt their jobs were secure. The poll has a margin of error plus or minus 4.6%.

The strongest business confidence survey since September 2008 has just been completed by the BNZ this week which while still pessimistic in some sectors shows strong improvements in “vehicles and automotive” and other some other sectors of industry sectors of industry. Comments from BNZ clients included in the report include: Construction machinery and hire: major slowdown since September but the last 4 weeks have seen a lift” while concerns in the heavy equipment sector revolve around the forthcoming winter period it is also noted that redundancies are slowing motor industry.

The Automotive Employment NZ wage review due out May 3 has now been deferred to May 15 due to another independent survey taking place simultaneously. It is hoped our own results will be enhanced by the information contained in the second survey; we note however out own survey is based upon actual placements occurring and what candidates can expect to secure in a tighter labour market verses those rates secured by employees currently in employment.

In an effort to gain a accurate indication of the New Zealand motor industry market Automotive Employment NZ and will have visited nearly 1000 major automotive and heavy diesel companies throughout the country from the period commencing October 2008 to the end of May 2009. The recession has of course impacted on trading conditions throughout NZ but the good news from our observation is that the tide is turning. It would appear from our research the main problem holding back many companies has been the NZ dollar which has affected the ability to procure new vehicles and equipment at the same price of pre October sales. The tighter economic conditions have of course also impacted but the market is now showing signs of improvement. We now view the key indicator as the NZ dollar which is beginning to rise in line with market conditions and hopefully will continue to do so. Businesses visited include automotive, heavy transport, heavy equipment and farm machinery dealerships. Our focus has been to attempt to help those displaced in employment and move skills around the country to where they are most needed.

News reports from Suzuki NZ record global car production has been reported by Suzuki Motor Corporation, despite the economic downturn that has affected the motor industry. Suzuki built more cars in 2008 than ever before and the result was mirrored in New Zealand where the brand posted record sales and increasing demand.

In what appears to be an exceptionally positive increase in business confidence towards employment and according to reports in the NZ Herald this morning on business sentiments just 19.1% of businesses surveyed in New Zealand expected staff numbers to fall further in 2009. Being of the cup is half full not half empty set, Automotive Employment NZ Ltd cant help but highlight that if this report is correct surely this means a staggering 80.1% felt their staff numbers would either stay where they are or increase! The report went on to discuss; “talk of green shoots” “signs of housing market recovery” and “global share markets that have rallied”. The report was cautious in content but mirrors observations Automotive Employment NZ Ltd is seeing in the market place that the first signs of a green shoot recovery are under way.

Recent studies conducted by Mercer consulting name Auckland New Zealand as the 4th best city in the world to live alongside Vancouver Canada, the two cities however are the only English speaking cities in the top five making Auckland the best English speaking city in the world to live alongside Vancouver. To add to this remarkable accolade New Plymouth in the North island was recently named best small city in the world to live in the 20000 to 75000 population category.

Automotive Employment NZ Ltd announces our independent salary review coming up for beginning of May 2009 which we will be posted live on our job boards. It would seem apparent in the early stages of this review that although little shift in salary and or bonuses are evident; salaries for new employees are tending to vie on the side of caution. This means for an example that while high hourly wage rates were offered to employees commencing employment back in June 2008, employers now have a tendency to commence new employees on more modest rates and evaluate the skills in the work place from here. Changes are also evident in the base salaries paid to sales staff or managers however this is nominal. Automotive Employment NZ forecasts little change in the wage rates during 2009 however as New Zealand continues to move out of recession towards the end of 2009 beginning of 2010 it is highly likely wage and salary rates will once again be on the move; this will be due in part to employees who have been made redundant moving to other careers outside the industry. The same phenomenon was observed at the end of the 1990-1992 recessionary periods where the upturn in business saw difficulties with most companies competing to hire staff and as a consequence wage and salary rates increased. News regarding New Zealand immigration medicals and the US/Mexico swine flu: Some two years ago now the world awoke to the news of a possible bird flu threat. New Zealand is traditionally one of the safest places in the world due to our remote location away from major continents and more so given policies for controlling out breaks of a flu epidemic are already in place. It was noted in 2006 that Immigration New Zealand tightened their policy on medicals for this very reason.
With a new outbreak and a new strain of flu that appears to be spreading to many corners of the world quickly, Automotive Employment NZ predicts a further tightening of polices regarding medicals is now just around the corner and could be implemented with urgency. The message is clear: if you are traveling to New Zealand book your medical now while you are off shore and get this done prior to departure as this will benefit you two fold. You can be assured immigration New Zealand will be looking at medicals very carefully, even the most minor aliments will be sent for closer inspection and this will delay your application for up to six weeks. The common sense thing to do, prior to departure, is to get your medicals done before you leave, this will alert you to whether any delay in processing a work permit applications is likely to occur. If your medicals are clear then you know such a hold up is unlikely given current policy. Once again good news on the Automotive Employment NZ job boards as continuing observations of the recovery are emerging in sectors of the New Zealand motor industry. Not more than three months after cuts have been made in the heavy equipment sector jobs started to reemerge as orders for heavy machinery have shown signs of tentatively increasing, quickly following this we have noticed that sales vacancies in the light sector after having all but disappeared are now returning with many dealers reporting a stronger than expected March trading period. The parts sector is the slowest to show signs of recovery but when this does occur Automotive Employment NZ view this as the most telling sign a full recovery is underway. The heavy truck franchises have been quietly sitting on the side in terms of listing positions in the most populated regions of New Zealand but these roles too are starting to emerge; we are picking this an area to watch once the dust settles from the recent acquisition of Volvo truck franchise by Sime Derby. As one industry manager recently reported. “It would seem that as long as the soothsayers can refrain from negative sensationalist reporting the NZ motor industry is on the way up.”
Aside from indications or job listing increases it is noted that a stark DECREASE in redundancies is occurring. This is now the third month in a row Automotive Employment NZ has seen positive signs and enjoyed small but significant increases in business when compared to the more challenging months of recent times. It would seem that after a period of companies downsizing between October and March an element of confidence is starting to return to the market and companies are now starting to re-list vacancies without being prompted. REMINDER OF URGENT AUTOMOTIVE NEWS FOR RECENT MIGRANTS!!!
On January 15 2009 Automotive Employment NZ issued an urgent notice on our website to recent migrants on temporary work permits. This reminder urged new migrants on temporary work permits to start moving towards permanent residency applications; our concerns were that the current recession had the ability to undermine temporary work permits. Recent migrants should be warned this is exactly what is now happening; in short the INZ [Immigration New Zealand] is now being hard on new work permit applications. It is becoming increasingly more difficult to have these permits approved or renewed when they expire. We understand for an example that according to INZ case officers that all new job offers for migrants whether on the long term shortages lists or not will soon be subject to labour market checks to see if there are unemployed New Zealanders available.
Immigration minister Jonathan Coleman is quoted by the NZ Herald as last month saying “he expected the labour department which oversees immigration to ensure that fewer migrants entered New Zealand on temporary work permits during the recession” Mr Coleman is further quoted by the Herald as saying there would not be new temporary migrants coming in as no new permits would be issued, and temporary permit holders would not have their permits renewed”

The US economy is showing signs that it could be getting ready to crawl out of a long recession according to an economist at Goldman Sachs. At +9 in March, against -0.7 in February, it was "the best sign for a few months that the severity of the US recession might be easing; meanwhile in New Zealand while most in the heavy and light sectors of the motor industry have felt the affects of the recession, reports over the past two months indicate early signs of a revitalised market, certainly the New Zealand recruitment which is usually an early sign of recovery is begining to improve. We trust this will translate to job offers in due course for those candidates recently displaced from employment. Automotive Employment NZ notes vacancies in the NZ automotive industry both heavy and light automotive are now down an estimated 60% when compared to the same time last year; companies are commonly either reducing the hours of many workers or retrenching a staff member and having one person take on the role of two. Job seekers are currently well advised to accept changes in employment structure as a matter of course rather than leaving when extra duties are imposed on them. Automotive Employment NZ has attempted to keep news on this site as positive as possible however particularly new migrants to New Zealand do need to be alerted to sudden changes in market conditions. None the less although the annual upswing this year has been slower to produce more jobs than usual in the past fortnight, 15 have been listed and the 45 jobs now listed on this site are all 100% current as at todays date.
The current downturn now means that Automotive Employment NZ is being extremely selective when accepting off shore applications and tending to work with NZ based applicants. Automotive Employment NZ pledges our support for the management and staff of Williams and Adams group recently affected by challenging trading conditions in the Wellington region. In our experience the Williams and Adams motor group has been a well run business with top brand franchises such as Jaguar, Landrover, Volvo, Holden, Suzuki, Saab and Renault franchises. Our thoughts are with the management and 100 plus staff at Williams and Adams at such a difficult time.
Having previously purchased my own vehicle from this company as well as having enjoyed their support on occasions with applicant placements we can but offer our consolations to the highly professional staff and management of this company who have been adversely affected by third party financiers when sales slowed for the company.

The NZ department of statistics today released the latest house hold labour force survey showing an increase in unemployment from 4.2% iin the September quarter to 4.6% in the December quarter, this is an increase of 11000 unemployed for the quarter; average total hourly earnings for the private sector however rose 5.1% companred to the same time last year. Automotive Employment NZ however has noticed a tightening of hourly rates paid to incoming employees and will be updating wage a salary rates to reflect this trend shortly.

PLEASE READ! URGENT AUTOMOTIVE NEWS FOR RECENT MIGRANTS!!!
There are currently hundreds of migrants on temporary work permits here in New Zealand. If this is you then urgent action should now be taken to commence your permanent residency application. Do not underestimate the importance of this recommendation. In March 2009 Automotive Employment NZ Ltd predicts we will have a major realignment of immigration policy that will coincide with the review of the skills shortages and ANSCO lists. While there is currently some debate to whether technical automotive staff will likely scrape through in the first review of these lists or even the second review later the same year, should your occupation be removed or downgraded from one of these lists then it is possible any renewal of permit will be dependant on a labour market check should this change occur. If this check shows unemployed NZ permanent residents are registered unemployed and deemed skilled, then your permit could end up being declined or not renewed. Once you have a work permit declined you are immediately then considered an “overstayer” This would mean you may not be able to stay in New Zealand unless an appeal was successful.
The current global recession is causing redundancies in some parts of the country. When companies make these redundancies those on temporary work permits will be most exposed. This is a two fold statement in that assuming employees are able to find employment once made redundant, should the lists indicated above remove technical automotive staff from the top categories then the fore mentioned scenario with labour market checks becomes a reality.
In summary if you are a new or recent migrant working in New Zealand on a temporary work permit then you should, with urgency, now move as quickly as possible to process your permanent residency application.

Offshore candidates seeking jobs in New Zealand should note we have updated the information in the migrant support program; this information is best navigated off the home page by clicking the image with the passport. Due to pending registration requirements being imposed on all companies processing immigration applications, Automotive Employment NZ has had to impose a small fee for the processing of migrant work permits. PLEASE NOTE: our recruitment service continues to be free for all candidates both here in New Zealand and for new migrants both in NZ and off shore. This fee is not for recruitment services and candidates do not have to utilise the permit processing service. Indeed we have provided candidates in-depth instructions on how to avoid paying this by self processing. The many changes to immigration policy implemented in July 2008 however have made self processing of applications unrealistic and more time consuming in our opinion; If errors are made in processing this will delay the application which could also lead to an employer withdrawing an application. Our recommendation is still to process work permit applications through our company. Candidates should not find the new fee structure prohibitive and exceptions may still be made to those that can genuinely prove the modest fee we have imposed is unaffordable to them. Such cases will need to be proved in advance.

Employers are starting to report an upturn in service work nationwide, while this is a seasonal event in New Zealand prior to the annual Christmas holiday period it is also a good sign for the parts and service industry so soon after the general elections that were held in November the 8th. Past elections had seen the government hung for up to 32 weeks or more while the M.M.P. [current electoral system] coalition was formed. The quick formation of the current government should be seen as an excellent start for the new government and many automotive employers nationwide who had expected the changeover to be protracted.

Motor industry migrants should currently be working closely with your consultant here at Automotive Employment NZ ensuring there will be work here in New Zealand when you arrive, in most cases there will be work but caution is still required. Recent arrivals are finding in some cases that employment is a little harder to secure than in the past. In particular, sales roles in the motor industry for new migrants are now hard to secure and even more difficult to gain work permits for. There are still abundant work opportunities for Diesel Mechanics throughout New Zealand. We are still placing plenty of off shore automotive technicians when they arrive in the country provided they are flexible as to location, this in many cases means looking outside Auckland and you will note we have many of these roles advertised on our job board. Management personnel located off shore and attempting to secure senior appointments in NZ will find such vacancies are presently hard to locate.
While the above caution has been posted for off shore migrants the fact remains that New Zealand still has one of the world’s lowest unemployment rates at 4.2%. Automotive Employment NZ continues to post strong trading months and has listed 35 vacancies in less than a month. The company has also just appointed an additional consultant commencing December 2008 to keep up with demand and has continued to carve a larger portion of the motor industry recruitment market for four consecutive years. The above highlighted, the New Zealand motor industry is still trading in a volatile market so taking sensible precautions prior to departing to NZ and listening to your consultants advice is a sensible decision.

The New Zealand general elections held on November 8 has resulted in a change of government with the NZ National Party now in power. The election result has largely been received positively by employers and has seen a shift from a centre left government to a centre right government.
The national party however is considered business friendly. As for what this means to employment opportunities, at a time of the world wide credit crunch for many this change was seen as welcome news. Both parties are viewed as very capable but national has strong plans for growth. In the first day after being elected for an example, national immediately laid out plans for the first 100 days of being sworn into office, these initiatives include the following:
The introduction and passage of National's tax package into law before Christmas, with tax cuts beginning on 1 April 2009.
Updating and publishing the economic and fiscal forecasts to determine the on-going effects of the international economic crisis.
Appointing a Minister of Infrastructure and begin implementing National's infrastructure plan that will see investment of 6 billion dollars in infrastructure over the next 6 years.
1.5 billion Investment in ultra fast broadband to enhance productivity and improve global connectivity.
The introduction and passage of National's transitional relief package into law to offer extra assistance to Kiwis who are worst hit by redundancy.
Calling in public service chief executives and instruct them to undertake a line-by-line review of their department's spending.

As an update on immigrantion policy for skilled migrants, from 3 October 2008, temporary entry health policy will include a specific health waiver for certain applicants who intend to give birth in New Zealand. The waiver applies if:
they are partners of New Zealand citizens or permanent residents; or
they or their partner is applying for a work to residence visa or permit, where the visa or permit is for a period of two years or more; or if the length of the visa or permit plus earlier visas or permits adds up to two years or more.
The granting of this specific health waiver does not require referral to a Medical Assessor.

After a period of declining vehicle sales reports in the New Zealand motor industry indicate “the bottom of this decline has been reached and that confidence will increase in the coming months”. These sources report; “the industry can move into 2008 with considerable confidence.” As if on queue,Automotive Employment NZ has posted a record Month for September 2008 also indicating the strength of employer enquiry continues to be strong. Candidates immigrating to New Zealand from off shore countries however are alerted that it is entirely possible the forthcoming general elections due on November 8 2008 could have an affect on the number of vacancies likely to be posted immediately leading up to the elections. The longer term forecast for employment opportunities in NZ seems to indicate unemployment will rise from 3.9% to 5%, Automotive Employment NZ predicts this marginal rise will reflect more in the appointment of non skilled or semi skills employees which may not adversely affect vacancies in the New Zealand automotive industry.

Statistics New Zealand today releases the revised labour force survey, the latest survey released today shows unemployment is still one of the worlds lowest at 3.9%. Automotive Employment NZ has arguably the largest number of vacancies ever listed and the slight freeing up of candidates for the quarter, 0.2% has done little to alleviate the shortages New Zealand employers are experiencing in the motor industry sector. There are however sections of the automotive industry where the freeing up of labour is starting to impact on the ability of some candidates to achieve job offers. Currently it is noted that candidates who have previously resided in countries that are perceived to have dissimilar work cultures to New Zealand are included in this observation. This means for an example that even given our willing desire to assist candidates in some of the more disadvantaged areas it is our observation it is becoming difficult if not impossible to place candidates with these backgrounds. Candidates residing in New Zealand with appropriate skills and those residing in the United Kingdom, Australia, South Africa, Canada and USA should continue to have few problems securing employment assuming employment backgrounds are in keeping with what is needed.

Reports that the NZ economy is moving into recession were confirmed by NZ treasury on the 5th of August however the employment market remains strong for now. The announcement was made after two quarters of negative economic growth. Employment options while still strong in many sectors are starting to become challenging for sales personnel. Technical positions for the most part remain strong for those with stable work histories. The official unemployment rate remains one of the worlds lowest at 3.6%. Those looking for Motor industry jobs migrating to New Zealand without residency or work permits should note that New Zealand immigration is about to release new policies as at the 28th of July 2008. The new policy called the "Essential Skills Work Policy" is replacing General work policy on 28 July 2008. One of the key changes in the new policy is that Essential Skills will differentiate between occupations on the basis of their skill level. Candidates bringing over household goods and tools should now ensure these are shipped to NZ after a work permit is granted. NZ customs no longer releases household effects with a letter from a recruitment company. You must have a valid work permit otherwise you will be charged storage fees by the customs department.

Job seekers should note Monday the 22nd of October is a public holiday in New Zealand and Automotive Employment NZ will not be open on this day. The holiday celebrates the struggle for the right to work an 8 hour day; this was first celebrated on the 28th of October 1890. NZ was was one of the first countries in the world to allow trades personnel the right to work only 8 hours day should the employee prefer to work these hours. The shortage of trade skills can be traced back to the 1890's in NZ and this is largley recognised as the driver for the early adoption of this work related policy.

At 3.6 per cent, New Zealand's June 2007 unemployment rates are now the back to one of the lowest in the developed world and near the lowest ever recorded by the Household Labour Force Survey. This is good news for the healthy New Zealand economy, particularly given the results are follow other low unemployment figures such as 3.7% for the December 2006 quarter and 3.8% for June 2006. We are however yet to beat the historic achievement of 3.4% unemployment in the third quarter of 2004.
